I have seen it happen when one accidentally clicks a totally different version and as the OP said it was another ASIN.

So it isn't double billing, it is buying another book.

Wait when did David get a publisher?

A lot of the books in my library have changed publishers since I bought the book, it's endemic in MM Romance. When I search for a book I get my library one show and the store version, I just make sure I select my own copy. I've never been billed again for my cloud version. (Note:- my own version is a personal doc)
