I remember once that I did an USB bypass cable, shunting the data wires by 100 or 200 ohm SMD resistor, to charge I do not recall what appliance from a battery. Maybe this lacks in an Apple charger.

I'm fairly certain that in the early days, there were charge-only, data-only, and dual use cables.

The charger coming with the iPhone 7 could charge all my androids, including the Sony T1 and T3 I have. I have no idea what kind of cable it was, but I deliberately used the oldest microUSB cable I have, one that came AFAIR with a Nokia E71.
The charger also provided energy to USB-based lamps (for notepads and laptops), which IFIAK do not use signalling. |

My Nokia E71 appeared only 1 years after the first iPhone. I doubt Nokia (or Apple) wanted to collaborate ... in fact no common charging and data interface was wanted by the manufacturers until someone from the EU, probably exasperatedly looking for a specific charger in the Parliament, forced them to do it, Apple resisted however.
So, in my family, harmony reigns. The Applecharger coming with the iPhone 7 plus can charge any appliance, the "regular" chargers can charge the iPhone - the only cloud darkening the sunshine is that I might need to pay inflated prices for a second Apple USB cable should the original get damaged or stolen or lost. |

It seems that there are conflicting experiences here.
As the Nokia USB cable I have can be used to charge and transfer data with all androids I have (and appears also to charge any of them from a nice expensive shiny white Apple charger), I wonder what kind of USB cable would be the one that does not allow this by purposely rewiring of the pins??? I am just curious, not contradictory ... |

For the most part, the cable is irrelevant. Sony requires that the data lines not be open on the USB power source, Apple devices for the most part do not care. There isn't a standard that requires either one but in my experience more power supplies leave those lines open than not.
As I said, for the most part. I have short micro-USB cables that came with USB battery packs. These cables have only the power lines but no data lines. They can only be used for charging. Mini-USB connectors are less common that they used to be but are still in wide use. Canon still uses the mini connector on the Rebel series of dslr cameras. They use mini USB and mini HDMI connectors (and a 1/16" instead of an 1/8" jack for the remote control). This was the case for my XTi and T5 as well as my brand new T6. |

As I see this problem, Apple is not required to keep with this standard as a whole - because the cable is not an USB cable. All others have to observe the standard or could not get the licence.
On the other hand, the other end of the lightning cable as well as the Apple charger have USB connectors and as such they have to observe the USB standard. These simple observations supports my practical findings, as stated (much!) above. |

I did two of them actually.
I have no problem charging the iPhone with a regular USB charger and no problems charging my two Sonies with the Apple charger and the oldest USB cable I could find. I am positive that Apple could not use the USB connectors in the charger and at one end of the cable UNLESS the licensing terms were observed. Maybe your unsuccessful attempts are due to the USB cables themselves - there are many flavours now, in some transparent ones I could see there are no DATA lines so the signalling fails (if it counts), maybe others have already the signalling resistors in place. As a matter of fact, the only issues I have in my home, filled up with lots of gadgets to my wife's despair, is that some of them came only with charging-cables, that is they do not support data exchange - I marked those cables to avoid them when I need to transfer data between devices. |
