Not according to the Amazon reference page JSelby linked to earlier.

Amazon considers the Voyage to be a 7th generation Kindle (along with the PW3 and the basic Kindle touch that was released in Oct 2014) and the Oasis to be 8th generation (along with the July 2016 updated Kindle basic touch).

Make sure that you downloaded the file for the 7th generation PaperWhite. There are other 7th generation kindles and the firmware is not interchangeable. That error will also occur if the file is corrupted.

In either case try downloading and installing it again.
