Smashwords is a good source for self published titles (although I find their library screen lacking & browsing kinda sucks), but you won't find any from any major publishers. Amazon, Google Play, Kobo, OmniLit & eBooks.com are all pretty good sources, but availability of many books depends on what country you're in due to publisher/author contract geographic restrictions.

There is no 'best supplier' for a genre in fiction. There's authors and series, and sometimes publishing houses although that's not a very good predictor. The example you bring up, Smashwords, is a indie bookstore and sells all kinds of books (although none from mainstream publishers).

Your question isn't getting answered exactly as you want because what you're asking for is nonsensical. Go to whatever bookstore you prefer and search for historical military fiction, there's plenty of options.
