That was regulatory action, but there have been a number of hefty fines for antitrust violations. Eg Telefonica in Portugal fined €79m for a "no compete" agreement with a Spanish phone company. Way larger fines in other industries, such as a €400m fine for the German company Siemens for being involved in a price fixing cartel in the energy industry. It's simply untrue to say that American companies are being singled out; perhaps they are simply the ones that get reported in the news in the US?

fj didn't say that US firms were being targeted. He said that European firms weren't being targeted.
