The problem is that while any individual ambiguity could be moderated, it's not maintainable. Sooner or later some other label in the UI will conflict, and then there is the whole issue of translations, where it becomes even harder for a translator of the UI to maintain unambiguous mnemonics. For any reasonably complex UI there are simply too many chances for collisions.
