I use an ancient cli gadget called recycle.exe. I use it to empty the bins at end of day via task scheduler, but it can do quite a lot more than that. Not sure what you can do with Windows diskmgr from command line - I think it has some capabilities too.

the excellent, free ccleaner can be set to empty recycle bin and it can be set to run at windows start up and /or at shutdown.
