Use the menu option "Make eBook| Sony Reader (lrf)" (Note NOT Sony Libre)

I got to warn you BookDesigner is not the faint of hear see this thread
for some good tips on using BookDesigner

My opinion is unless you plan on publishing books it is best that you start with Calibre. Convert your DOC/RTF to HTML then import to Calibre. Then in Calibre you can convert them to LRF.
NOTE: If your RTF are simple, (no Tables or pictures) then you do not have to convert those documents leave them as RTF.

I think you have an older version of BookDesigner, here is the latest BookDesigner Download from the WIKI page

Also I recomend you check out WIKI BookDesigner Page if you plan on playing with BookDesigner. It a great place to start.
