In the tag browser (leftmost panel), right-click 'tags' > Manage Tags.

Not the answer to the Exact Question:

Be in All Books if using any V/L
In the Tag Browser: right click any tag: Manage

Changes (Spelling or deletion) there affect ALL of the books in the Library.
The other way has DRAGONS (you best be very knowledgeable in SQL and what you can get away with and what leads to chaos)
I used a SQL DB browser and exported the Tag List as CSV (common spreadsheet importable format)

Backup the DB before attempting anything as calibre does adjustments as it goes when you fix spelling in the tag browser that won't get done if you do stuff outside, Best Not to even think about it and simply use the spreadsheet to mark corrections TO BE DONE IN CALIBRE

Not sure what you mean by "tag editor". I would use the "Category editor (Tags)", viz:



Simplest way to get at it is to add the Manage Categories tool to a toolbar or menu. You can use F2 on the 'Tags' cells.
