Most (if not all?) of the major cellphone manufacturers now produce phones with optical image stabilisation i.e. the optics are adjusted to compensate for vibration and so works for both still and video images. Just two of the many examples are the iPhone 6 and the Lumia 930.

Of course digital image stabilisation (stabilisation done in software) in cellphones has been around for quite some years now but is limited - as far as I know, offhand without my searching to double check - to video due to processing needing several consecutive images to derive a solution.
