Writer2epub does a fair job for basic (like simple novels).
It is a plugin for Open/Libre Office. Officially it is not a converter, but I have fed it DOC's and gotten EPUBS out.

It even has a form for all the (spec) required metadata to be filled in.

Like OO/LO, it is free and it also has a support forum right here at MR

End users (books) all the way to Authors. (Publishers are in between those)

In my case, I tweak (fine tune) my books for My Device ™ (and my older eyes) as many books are normalized to be compatible with fringe compliance devices (take that iBooks )

Give calibre a try, LOO+Writer2Epub would OK. but if you have MS Office then IMO LOO is yet another one of the same. Calibre will deliver additional functionality such convert your DOCX to Kindle compatible formats. And its download size is a quarter that of LOO
