Same options are on PW2, firmware 5.6.1.0.2
They are hidden here:
Settings/Device Options/Personalize your Kindle/Advanced options/Special Offers.

Here they are:
1. Special Offer Filtering (hide some inappropriate offers)
2. Special Offers Recommendations (display personalized offers based on items you've browsed or purchased.

I set SO recommendations to off and now I'm getting 99% of book offers.
When recommendation were on I was getting mostly very boring suggestions. Now I'm a happy camper again, no predefined set of classic faces on my screen, no window tinting/cleaning offers, and new book ideas every day

But today, I pick up my Kindle, and what do I see on the screen saver? Fifty Shades of Grey. Oh, Amazon, do you truly know me so poorly? We spent all this time together, and you think I might be interested in that book? I don't care if others want to read it, but it's not a book I would buy. All this data they could mine on me, and Amazon thinks I want Fifty Shades of Grey? It's like having Boris and Natasha from Bullwinkle spying on me. If only there was a "Hell, no!" option that would inform Amazon of my utter disinterest.
I basically ignored ads until I got a few like this, that is when I complained to customer service and had them removed for free.

Being as I am in a religious school, that kind of ad would raise eyebrows even if I didn't personally have a problem with the ad.

Well, I did offer them that I would be fine if the ads could be filtered or targeted to certain categories.

@Xanthe, @EbokJunkie, interesting, perhaps I had an effect on them!
Too bad it still wouldn't help for me on fw5.3.7
