I don't think you can use Google Docs without a Google account, I know more than a few people who don't/won't/can't have one. I also know quite a few people who have Word as a discrete product, they paid as little as ~$20 if they're eligible for a charity license.

He said he did not have/want a Google ACCOUNT. Can't totally blame him there. (I don't know if you need an 'account' to use GDocs )

But others have mentioned FREE solutions. Those were rejected also. One wonders if he lacks the rights to do installs. That would be a huge roadblock

CalibreDB List allows choosing a 'separator' :TAB would make things a bit more readable , just using a standard TEXT editor like Notepad. (I have yet to see a Windows machine without that one)
