Sales of small android tablets has also been declining; phablets are eating a lot of their business. Most of the remaining action is moving to the $100 range, which is why a mini win8 would be interesting.

It looks like Microsoft "leaned on them," or bribed them. But actually, for now they are getting out of the small Windows tablet business (from the article) ...

But there is no profit to be made with Android. Samsung is the only company that has been able to do OK. And even with their dominance of the market they are developing their own OS, Tizen, because they are not happy with the margins.

Windows Phone is not dead yet. My wife's Icon runs circles around my Galaxy S5 in terms of a smooth, fast, and pleasant user experience. Microsoft's biggest issue is that they have not developed it fast enough. Great ideas undercooked.

I get characterizing negotiations as "bribes" and "leaning." It's transparent, but to be expected.
But even if we allow that, it's a very bold move to try shift all the responsibility of ACCEPTING a bribe fully onto the people who offered it! What a great out that would be for every corrupt official in the world! "It's not my fault, your honor! They offered me MONEY!"
