The zoom will try to fit the shape you draw. If you draw a small shape, it will try to zoom to that size (probably max). If you draw a very large shape, it wont zoom in as much.

Try pressing the zoom button, then draw a circle around what you want to zoom in on. That should be the easiest way to understand zooming.
