I have a good copy of my highlights on "kindle.amazon.com/your_highlights" that I made a good text file from, but the library book expired. I am thinking about buying the title from Amazon. But will the highlights be associated with the new one? On Kindle, on Kindle PC?

Yes, all your highlights are associated with the book record -- buying the book (or checking it out again) merely has the effect of making that book record and all associated data accessible on your Kindle devices again.
