A book's price ending in .99 has nothing to do with if it's couponable or not, plenty of books that end in .99 can be couponed. The deciding factor is who the publisher is and if it's one of the big publishers (Penguin, S&S, Hachette, Macmillan, Random House, Harper Collins) or one of their labels then no coupons will work not the current 90% code or the starter offer you mentioned in the OP (in the US or Canada anyway & IIRC the UK too anyway).

For the 90% off First Book code/offer that OP is referring to, it used to direct you to the section of the Kobo Books site when you first logged on to the Books site via your new Kobo. Perhaps it is not... it is definitely in there somewhere, but it was a VERY limited selection (about 12 books or so?) so I never even bothered with mine.
