How much practice have you put in? If you've never really put in a solid couple of weeks to improve your typing then I'd start by doing that. It's cheaper, more robust and more reliable than importing niche hardware.

You don't need any speed to be able to put down original writing, all you're really looking to acquire is the confidence of knowing where the letters are so you can type without thinking about it.

I'd go with trying to improve your typing, too; whether you get a pen device or not.

Then again, I'm not the best for talking about handwriting a novel as the very thought puts me in abject terror. (When it comes to handwriting, anything over a page or so is physically painful.)

Sure, in my case I type much faster then I hand write, but that is with a full keyboard sitting at a desk. Taking freeform notes on the go, a pen is much easier for.

When I have the story (or a significant part of it) figured out in my head, I type. That way the words come out almost fast enough to keep up with my thoughts. If I'm working out a problem I go to paper and pen.

When I'm brainstorming ideas I use an audio recorder -- the "high tech" successor to my old cassette recorder.

Have you tried Windows' speech recognition? I wrote a story using that once. It works very well with Word.
