Did you read the link? That discusses three different apps with highlights/annotations export. I don't particularly have anything to add. Reading reviews of those apps at iTunes and elsewhere will no doubt help too, and you could ask in the Apple forums here.

I'm sure Android OSes will have PDF readers with highlights export. Try the Android forums.

My preference is iPad for PDFs because of the aspect ratio, but if you're on a tight budget it's obviously an issue.
