Followed you suggestion Peter and the new installation came with some updates however none of them solved the problem. I also purchased a new from Kobo and borrowed another one from my local library. The purchased one transferred to my device and I can open it but I am experiencing the same blocking problem with the latest borrowed book.
Before I do a complete reset to factory conditions, are there any other possible suggestion anyone can give me? TYIA.

I know you've already checked the time on the Kobo, but have you also checked it on the computer you have ADE installed on? Make sure the date is correct on both.

Edit: Also check the book's licence under Item Info in ADE, does it allow viewing on all devices?

Thank you GeoffR. The time and date on my Kobo and on the pc on which I have ADE installed are the same.
I was unaware that information as to the licence of books was available under Item Info in ADE.and have now checked that for each of the borrowed books.They are licensed to me for viewing on any device until a specific date with no copying or printing allowed.
Would the fact I downloaded the books to my ADE then transferred to my device be considered as copying and therefore the reason I cannot open them in my device? If so, is there a way I can transfer the books directly to my device without going through ADE?

No, that's the way it's supposed to work, i.e go trough ADE. Out of curiosity the books you bought at kobo can be read on device in adobe epub format or they are blocked too?

The books I purchased at Kobo can be read on my device in adobe epub format without problem.

Kobo help has now provided me with explicit instructions as to how to make sure I can download to and access on my device, book I borrow from a library. Seems I have been overlooking a step and I shall attempt to go through the procedure ASAP.
As I am tied up a the moment, that may be some time so I will close this post. Thank you all who took the time to assist me. If the Kobo instructions prove positive and I am successful please advise if you feel it would serve any useful purpose to post the instructions on the site for future reference by other beginners like me. If so please advise where on the site you wish it to be posted. Many thanks.

You can also re-add the books to ADE on your pc. I had an issue like yours, I deleted the books from ADE, went back and found the ascm files (or redownloaded them from the library, which at least with overdrive isn't a problem, btw), re-added them to ADE and then added again to my kobo (I'd already deleted from my kobo as well). This solved the issue of getting a transfer error while moving books to the kobo within ADE.

Will try your suggestion Uschiekid but before I do, what is overdrive? I am still on a learning curve with ebooks. Way at the bottom of the curve to be exect.

Thank you for contacting Kobo Customer Care.

We are sorry to hear that your borrowed eBooks cannot be opened on your Kobo Glo. We are glad to assist you.

We would like you to know that Sometimes your EPUB book will have an ACSM file extension (for example, booktitle.acsm instead of booktitle.epub). This means it is protected by Digital Rights Management (DRM). DRM protects books from unauthorized copying, and is often used by libraries, publishers, and booksellers. There are several types of DRM, but your eReader supports Adobe DRM.

The .acsm file extension is a license for your book. You must be connected to the Internet when you open this file so that Adobe Digital Editions can verify the license and download the rest of the book. After that, you can transfer the eBook to your eReader.

Please confirm that you are following these steps to put the eBook on your eReader.

Borrowing a Library eBook:

1. Using your web browser, log in to your local Public Library account.
2. Find the eBook you wish to borrow.
3. Follow the website’s directions to download and save the file. Make sure to save it to a location that you will remember (like your Desktop).
4. Locate the file on your computer <it will be called urllink.ascm>.
5. Double click the file.
6. Adobe Digital Editions will launch, authorize the file, and download the eBook.
7. Connect your eReader to your computer using the supplied USB cable.
8. Drag the book to the eReader Bookshelf.
9. Eject your eReader. On windows click start, then click Computer, then right click the device and click Eject. On Mac, right click the device in Devices and Eject.
10. Unplug the USB cable.

On a Windows computer, in Adobe Digital Editions:

1. Click Borrowed in the left column.
2. Click and drag the borrowed eBook to the eReader icon above Bookshelves in the left column.

Depending on where your computer puts downloaded files, you may have to hunt around a bit to find the urllink.acsm file. A quick search for "urllink" can help. The urllink.acsm file is not actually the eBook file. It is a link that ADE uses to go to the library's servers and download the eBook file into Adobe Digital Editions. You cannot "read" a urllink file.

Ah, sorry...should have explained. Overdrive is the company/program most libraries use to lend books. So when you log into your library's website, and borrow ebooks, it might redirect you to overdrive...the overdrive part may be very visible, or not depending on how your library's website works. However, there is at least one other prominent company that offers this service to libraries, I just can't think of the name at the moment, so there is a chance your library doesn't use overdrive at all. I just usually assume because such a large percentage of libraries use overdrive.

even if your library uses a different company, it shouldn't affect whether my solution will work or not...it just may affect whether re-downloading is allowed...but I believe it should be possible since people often download to multiple devices.

Edit: oh I just noticed you are in perth ontario...makes it even more likely your library uses overdrive....I see several perth ontario libraries are using overdrive.
