All European Amazon stores are strictly country-restricted as far as Kindles and Kindle books go.

I believe Amazon.de only includes Germany, Austria and Liechtenstein (and Switzerland? not sure there) as their Kindle customer base, i.e. only residents of those countries can buy Kindles and Kindle books there, much like Amazon.co.uk is UK-only (I think Ireland residents can now buy Kindle books from Amazon UK as well now though?) and Amazon.fr is ... I want to say France-only, but Belgium (and Switzerland?) might be included too.

In other words, I'm not completely sure which countries are included for every country-specific Kindle store, but it's a very limited list of countries for each one, and not at all having anything to do with EU, the common market, or anything else like that (I think it's only language-based).

I can buy various other physical things from Amazon's country-specific European shops, including other electronics and also Kindle accessories (I bought my Kindle cover from Amazon UK), but not actual Kindle devices (or Kindle books).

It's only Amazon.com (and of course as Harry pointed out above, only non-ad-supported Kindles) for everyone without their own Kindle store.
