Amazon does what you want right now with their personal documents service. You have to upload the ebooks yourself though. You can consolidate all your ebooks in Amazon's cloud archive by stripping DRM and converting to mobi or AZW3 and sending them to your Kindle library. Those ebooks then can be sent to any Kindle device or app and Amazon will sync highlights, bookmarks, and last page read for you.
