I think you mean the SGC- codes, which is inline CSS; it's only added for those items for which you don't have existing CSS, and for which you try to add content in BookView. If you use the correct coding, in HTML, you won't have that issue.

All Sigil adds is one simple line in the OPF that you'll never ever see unless you look at the OPF. It's a metadata line. It is nothing to be upset/worry about. It's not excess and it's not cruft.

If you try Sigil, don't turn Tidy on, pretty print is sufficient. Tidy will change stuff often unpredictably.
