But that's the point--this device is supposed to compensate for the bouncing around when you're on a treadmill.

I guess it depends what you are trying to accomplish. For the vast majority of people whose goal is basic fitness, running so hard that you can't talk is too vigorous.

The idea of reading while running on a treadmill makes me nauseous, but I read while spinning on a bike trainer all the time.
