The only clue that the book does not have an ePub format is to search for it under the Kobo Desktop application.

If the book does not show up in Kobo Desktop, then there is no ePub for the book.

The fact that the icons indicate that it cannot be read on ereaders is a pretty good way to tell as well. Given that it cannot be read on the desktop either, despite indicating on the page icons that it can be, I would ask Kobo for a refund.
