You should see the five copper contacts inside the USB socket. I don't know if warranty covers this, but people who fix phones can replace it.

Hey guys, I just build a "first-aid kit" for the Kobo Arc, in case your bootloaders are messed up or you get a softbrick on your current Android installation. You should find everything on my homepage : wbb7 dot com! Otherwise, if the problem is hardware, then you probably should contact the customer care!
