I don't think it's a bug - it's the way that Kindles have always worked. I guess Amazon have simply redefined the meaning of the phrase "powered off" .

he means a new dictionary to contain amazon's meaning of 'switched off', not the dictionaries on the kindle (if that is what you thought)
