I'm in the U.S. and my three local public libraries (one county and two city) have the trilogy in both English and Spanish, ebook and audio book.

Probably a long wait list as well, but I didn't check since I'm not interested in borrowing it.

In Sweden libraries use ADE for DRM, that may be the reason the agent doesn't want libraries to have copies.
