If enough information were provided for them to make a decision, they might do so. The fact that the information was provided in the form of a DMCA notice would be irrelevant, and is more likely to simply provoke a bounce-back, saying that the DMCA does not apply.

there may be treaties and the like that enforce it internationally, I just don't know what they are.

We are issuing a notice to amazon about this today as we have found another of our books which has been pirated . Hopefully it will be successful and taken down very quickly.

Well Amazon has taken one of the pirated books down . The other one is still up and is a blatent copy of our work same cover even the same logo which is our trademark on the cover. We also issued take down notices against Scribd. Waiting to hear from them .
