Since the OP is not necessarily purchasing the books from Amazon and has epub books from his old Sony it makes more sense to continue in the same format... Epub is the #1 format for ebooks in Canada and unfortunately the kindle limits it's owner to reading Amazon format. Also the 3g version does not allow for all the features in Canada that are available in the US... The price here is another factor, it's almost double that of a Kobo Touch and more expensive than the Sony T1 which is considered "expensive" here.
I'm sure it's a fantastic ereader particularly if you live in the US but it does have its' limitations elsewhere.
From the Kindle Canada website:
While Kindle 3G Canada allows you to have wireless connection for free, only your connection to Amazon to download and purchase eBook is guaranteed. Some other services may come with additional cost such as personal file download and subscriptions. The OP is looking for something that his mother can use who does not have the Internet. He has two choices, he can be the person responsible for physically putting books on his Mother's device using calibre or he can buy an e-reader that allows her to browse and buy what she wants without needing him to do the work for her.

I am sure that the OP is fine with either method. The Kobo route requires that he be more involved in the process. The 3G Kindle route allows his Mother a bit more autonomy to buy and download books, including free books, without relying on him. I am sure his Mother would appreciate either option.

You buy an e-reader based on what fits your needs. If the OP had said the e-reader was for library use only in Canada I wouldnot have mentioned the Kindle. One of his concerns was getting a device that would have a lack of Internet/wifi connection. A 3G Kindle fits that description. It was not something he had thought of.

Options are a good thing. I am sure he will buy the device he thinks is best for her and that she will love it.

In addition, the Kindle doesn't require her to have an Amazon account if he simply makes it part of his account, but if he wants her to have it separate from his account, it's trivial to set up an account for her and then simply fill it with gift cards.

The key to me is whether there is acceptable cellular coverage in her area. If there is, then the 3G Kindle is an obvious choice. Especially since the OPs mother is unlikely to be a sophisticated user, and the Kindle store is definitely the easiest. But as ProfCrash says, it depends on whether she wants to be able to independently buy books, or always be dependent on him/her to obtain and transfer them.
