Maureen A. Miller has published at least one novel of romantic suspense with Carina Press. At Smashwords she offers Jungle of Deceit (100% off) and Widow's Tale (50% off). Three other novels are available at 0.99, as well.

I don't know how good these are but seeing the pickins' are slim this RAEW for romances. I came across these free with coupon. Looks like small town modern western romances.

Some late additions that showed up in other categories I was looking at:

Emma Holly who was part of the AllRomance eBooks Xmas countdown giveway has two paranormal erotic romance titles free with coupon (a short and a non-fic writing guide).

Laurel O'Donnell seems on the self-pub side but says she has a couple of specified awards which may be of the newbie-with-promising-manuscript type. She offers an historical romance novella free to download.

Sydney Allan who writes as Tawny Taylor for Ellora's Cave offers a non-erotic contemporary romance starring a special needs children's therapist free to download, and she offers 50% off her assorted novels and shorts, as well as the same off a Kami Kayne's work via their joint imprint Novel Minds.

There's a number of titles you can get free-with-coupon from Girlebooks' authors and others at 25-50% off, including what looks like at least two romances, one of them historical.

I don't seem to see them mentioned in this thread, but last year some people pointed out works by Lori Handeland (historicals & contemporary) and Lucinda Brant (historicals) who list their awards in their bios and have books at 50% off or 99 cents.

ETA: Handeland also has at least one of her 99 cent titles free with coupon, as do Brant and Kayne.
