The Kobo Touch turns itself on when you plug it into a charger, and it remains on or in standby while charging (I always put it in Standby). The battery symbol check-mark is obviously intended to indicate that the battery is fully charged, but I find that it's not a reliable indicator. If I unplug from the charger as soon as the check-mark appears, the battery symbol quickly drops to about 80%-90% after I turn the KT on. If I leave it another hour on the charger, the battery remains at 100% after I turn it on.

It may be a longevity feature. My samsung laptop has an option to charge upto only 80% to increase battery life.

It's a characteristic of Li-Ion/Li-Poly batteries. They will charge relatively rapidly up to about 90% and then the final top-up charge progresses a lot more slowly. It's probably a function to prevent overcharging, particularly from some of the cheaper chargers there are around. Sounds like the, rather primitive, charge indicator on the Kobo is showing 90% odd as a full charge.
