In California, if an Item is purchased from Out of state, they can't collect "Sales Tax", so they call those transactions:Subject to "Use Tax" which is the at same rate

Prime purchases are often fulfilled by Amazon.com LLC (at least in my experiences), and Kansas is one of the 5 states to which they charge sales tax.

Taxes on ebooks are rather complicated. According to Amazon sales tax is based on the publisher's tax reporting obligations, and the taxability of digital books in those regions. There is a help page on the Amazon website that explains which publishers tax which states. For example, in Nevada you'll be taxed if you buy a book published by Penguin but not one by Hachette. I am in a neighboring state and pay taxes for books by both these publishers.
