I think you are correct. I messed up my Fire and had to reload it from scratch. In the process of having Kindle support walk me through it,...... we chatted.
I asked the rep about automatic loading and also how to "clean the cloud". He was very reticent to discuss... but said things were being looked at. I could get nothing else out of the person. He did confirm that it was something that they were looking at but would say nothing else.
