Or at least that's how I'm feeling right now.

I tried as you suggested, and tried some creative tweaking, and am no longer getting the "this is your power button" image on shutdown. I'm not quite getting the image I chose to use as a test image, but with time and trial I believe I'll get there. The system does now however exhibit the behavior as described by the helpful fellow earlier (The system set wallpaper remains through the shutdown process, which is better than nothing indeed).

I'll look into it further, it may be possible that the PE and EE images are to have different heads or somesuch, but the image I got out of the file was... quite distorted, like the individual lines weren't the right length, making the columns line up odd.

But again, thank you so very much for the point in the right direction.
Sorry sanketsu, that head is for 600*800 8 bits uncompressed bmp, which suits PE.For your EE please try attached bmpheadEE.To use your own picture, try convertting it to a 825*1200 8bits uncompress MS Windows bmp, remove the first 1078 bytes, then you will get the raw bitmap data.

On my PE I get the instruction screen as well (either to press the menu button if hibernating or press power button to turn on). I wonder what percentage gets this.

Try appending my attached bmphead with this raw data file ,you will get a standard MS Window bmp file. In MS Windows, the command should be "copy bmphead/b+factoryreset_xx_xx/b test.bmp".Good luck.
I cannot find that directory (mct) under the pixmaps directory. ???

I'm sorry to be a dense noob, but does navigation to this path require rooting? Or is it something we can get to using ES file explorer?

PE running 2.2.1 if it matters.

I may be wrong, I am new to Android as well, but from my experience in Linux, you should be able to view, i.e. navigate to, any directory even if your device isn't rooted. The problem comes when you try to edit or modify a system (root owned) directory or file.

As for me, on my 1.6 Dingo PE, I was able to navigate to the /system/esi/etc/pixmaps directory with no problem. Under ../pixmaps, however, are two directories - ../tablet and ../reader - no ../mct directory.
