Penguin did not stop allowing its books from being loaned when the hacking was probably most prevalent, before Kindle versions were available. If Penguin wasn't throwing a temper tantrum, then people would not have to worry about removing DRM to borrow books from the library. Now, the problem is going to be even worse because people have gotten use to borrowing books from the library for their Kindle and are pissed that Penguin has pulled out.

My guess is there is something going on between Penguin and Amazon and those of us who are not not Kindle users are getting caught in the middle.

You're right Jon, I'm pretty sure that because Penguin and friends know that I like to read my downloaded library books on my Kindle and then delete them, they have decided to withdraw from Overdrive. Now that my secret is out, I'm going to take off my tin-foil hat and go outside for some fresh air. (I think I'll take my Kindle and read one of "those" books while I'm at it )

It is as easy to 'hack' an epub book as it is to 'hack' a mobi book from a library. Therefore, from the press statement by Penguin, it stands to reason that all library users, no matter what format they use, are at fault for their move.
