I've done an article about eye strain a few years back. You only get eye strain when you turn up the contrast and brightness too high (or too low)!

And when the refresh rate is too low, of course, as many people can and will tell you. 1280x800@75Hz on this 19" LCD monitor and I can read fine. Same rez at 60Hz causes eye strain/fatigue within 10 minutes, usually (and I can't even go 5 minutes at the monitor's native 1440x900@60Hz).
