The absolute best site for free PD books is ebooks@adelaide. http://ebooks.adelaide.edu.au/. Great selection and the formatting in epub is outstanding, complete with chapter links. Many of my favorites such as The History of the Conquest of Mexico; The Conquest of Peru; The History of the Decline and Fall of the Roman Empire; The French Revolution : A History; and many of the great classics, all complete, edited and formatted.

I would have to say that the best - by far - for public domain books (PD) is MobileRead.

Full Disclosure: I'm a Moderator here and have also assembled over 500 PD titles, but that hasn't influenced my comment. Take a look (for example) at Harry's assemblies: They are works of art.

Take care, though. Being in Australia, the site operates under very different copyright laws than apply to most of us. Many of the books there are not legal for people in the US or Europe to download.
