(Been there- My PEz does not behave at all well when connected to a Intel USB2 enhanced (enabled) port. Got Intel 82801 chipset? )
Don't think so, this is an older computer.

Is this a "take back the Kobo to the store" type-issue?

I am talking older computer Mine are P4 or Celeron based. I installed a really old USB I/O board that uses the Opti chipset (USB 1.x) and Run my USB 2 stuff on the Intel ports. There is a Nag screen every time I plug in my PEz that say this can run faster (if windows only knew about the problem)
