There are implied warranties in the US. The laws do vary by state, but there are certain minimal standards. Like the item must actually do what it is advertised and sold to do.

Not as powerful as in some countries.

Sony doesn't make the batteries. And AFAIK, there are no lipo battery plants in Japan. Korea, China, and Malaysia.

More likely they just do not stock batteries for older models.
