I've been served "biscuits" in Texas, and they were definitely a type of scone. The word "biscuit" comes from French biscuit, which comes from bis cuit= twice cooked. English and French biscuits are not necessarily literally twice cooked, but they are crisp and fairly thin.

In which case, they're probably quite reasonably named. Most mint sweets in the UK are peppermint.
