Some devices already do that. Eg, with Sony readers if you press and hold the page turn button, it will flip through the pages at about 5 pages per second, only doing a full refresh when you release the button.

That's good to know. My older Sony and newer PocketBook device only do the "jump by 10 pages" maneuver. Seeing the pages in between would be swell.

the pocketbook devices allow for "partial " refresh. configuration-appearance-full page update. choose from never, always or 3/5/10 pages. choosing 3, 5 or 10 gives quick no flash page turns for the chosen number of pages

Yes, and in fact, I've turned that off because I dislike the messy results more than the flash and longer time for every page turn (which doesn't really bother me). However, hitting the next page button over and over wasn't what I was hoping for when flipping pages. Rather something like holding the next page button down and having the device go through each page as quickly as possible, even if it looks messy. That would be closer to what you do when you bend a paper book and riffle through the pages with your thumb, looking for some particular thing.

16 fps on my iLiad would have meant a very good pan & zoom PDF reader.
I'd loved to have it for reading newspapers.... |
