As I understand it PortableApps use a bootable system that is linux based. The Calibre Portable version is specifically for use on Windows systems and is not bootable.

If I am wrong about that I am sure someone will jump in

No, PortableApps uses NSIS to create a launcher to run a program from a thumbdrive. Nothing about it is bootable, and as far as I know, it only works with Windows. Considering that I use a lot of their apps for when I'm on other people's computers, I'm fairly familiar with them.

I have no interest in maintaining an OS X portable version, but you should be able to make one yourself rather trivially, use the --with-library command line option to tell calibre where the library is and the CALIBRE_CONFIG_DIRECTORY environment variable to tell calibre where to load preferences from. Setup a little script that launches calibre with these settings.

Please help! I feel like an idiot, but I have been trying for hours - I just cannot find where my current library is stored on Win7. Please help - I want to copy the contents to the portable version of Calibre.

Select any book in Calibre. Make sure the Book Details icon in the lower right is clicked and you will see "Path:Click to Open" Just click it and you are in the library. Or use the black triangle next to the Preferences icon and run the welcome wizard. It starts by telling you the library location.
