The new version notification in the bottom right of the main window is always visible, if you dont see it, it means that calibre was unable to conenct to the internet to check for updates. Most likely because of incorrect network settings, like the system proxy.

I have just upgraded over the old programme, and at the end of the installation I was informed that I must restart the COMPUTER for changes to Calibre to take effect.

That sounds like something was in use during the upgrade but whatever was in use was not locked. Just reboot and have at it.
