Going by the top hits on Google, the phrase seems to be used primarily in areas speaking a more British flavor of English-- the UK, Australia, New Zealand.

I still am not sure how to understand said term in detail:
are embarassing questions meant, which the asking person has no right to ask? or all of such (e.g. I believe a pharmacist asking about drug abuse during job interview has a comprehensible interest in doing so, regardless how embarassing it IS) |

I understood the OP to mean that they wanted to know how to stop question that they didn't think were appropriate for someone to ask. So embarrassing isn't really covered, but then a lot of inappropriate questions tend to embarrass.
