I was able to get a Philly card at no charge which is great. I have to physically go to a library branch in Allegheny County to get a Carnegie card. I haven't gotten around to that yet but I will. Thanks for the tips!

I wouldn't buy books from amazon unless you want to break the DRM and convert them as they're both the wrong format and DRM scheme for kobo. However! I'd try a library of Philadelphia card. or other libraries.
