Yep. That's the sort of initiative I'm talking about.

The problem is adoption. It requires a new set of tools, and a change in publishing workflow, and that won't happen soon.

From the viewpoint of the people working with the manuscripts, they should neither have to know nor care what the underlying format of the data is. They merely need tools with a good UI to let them do the work they need to do.

But there will be resistance and foot dragging, because the new tools will have costs, and using them will be different. Given how most folks in any industry may have just enough time to get the work done, and no time to learn new tools to do it, it will be an uphill slog to get stuff like this adopted.
