Kobo's got two formats, really. They offer pretty much all of their books for app/online reading, which are called Mobile and Web, and for many, but not all of the books, they also offer an ePub download.

This info doesn't show on the actual individual product page, only on aggregate listings, so what you do if your book isn't already assembled on a browseable list like the "this coupon works on these books" things is run a search for your book in the store.

When the results are listed out, at the bottom of the book's "infobox" next to the blue circled I, you'll see a line that reads like "Available formats: WEB | MOBILE | EPUB" which designates just what it says on the box. If you don't see ePub in the list, that means the book is only available in their Kobo reader app format.

There's also an option to filter your results and only show what's available in ePub, but filtering any search tends to rearrange the results in a less than helpful way, in my experience.

If it says only Web and Mobile it means you'll be able to read it online and via a Kobo device or phone/desktop app, but you won't be able to download an ePub to put on a different reader.

It's only available on the website and your mobile phone. If it doesn't say epub, then it's not available to read on your reader. There have been quite a few people that downloaded books that they weren't able to read on their readers because they didn't notice that 'epub' was missing.
