More than jurisdiction is at stake.

The law as it exists is on Apple's side.
So is the constitution.
The FBI is asking Apple to create a special version of their software that does not exist, at their command. Software is an expression of thought and protected by the first amendment so Apple no more has to write code on command than they have to speak on command.

Different story if Apple had the tools on hand and refused to hand them over. No free speech issue, then. But property rights and "search and seizure" protections would take over.
This kind of mentality is precisely why the Bill of Rights exists.

If that Sheriff really thinks that way he needs to be shown the door.
