Back to quotation marks, I found this interesting link:
http://www.grammarbook.com/punctuation/quotes.asp
which says that it depends on the punctuation used. It presents 7 rules, of which the first two are:
1) Periods and commas always go inside quotation marks, even inside single quote
2) The placement of question marks with quotes follows logic. If a question is in quotation marks, the question mark should be placed inside the quotation marks.

So it looks like it depends also on WHAT is the punctuation you want to include into the quotation marks.
I can't find, though, if this "blue book of grammar and punctuation" refers to British or American English.
These are the rules I've always followed -- and have been taught (in the U.S.) to follow. Of course, I went to school when such things were actually taught.

Yet another bit of evidence from the folly of teaching students to express themselves without regard to knowledge of sentence construction, punctuation, and the nuances of language.

Probably spent all their time listening to this song. Language warning for the "F" word.

Depends on the setting. Is someone speaking aloud? Then the "did she just scream" needs to be in quotes also.

Sentence probably can be reworded to look better.

Earlier this evening, in a story on the local news broadcast about the Kindle's upcoming lending function, I heard a great example of one of my pet peeves. The sentence that made me cringe was "Three times as many Kindles have been sold this year than last year."

I've never claimed to know all the grammar rules or use perfect grammar all the time, but something that glaring really grates on my nerves. Unfortunately, I've been seeing and hearing it more and more frequently lately.

I think I have heard that type of grammar so often, that I would have failed to notice. It doesn't sound good though.

Should it have been 'three times more Kindles have been sold this year than last year' ?

Jeeze! First they came for the prepositions ("We're talking beer!"), now they're out to get the verbs. Somebody needs to stop these advertisers before nouns are the only parts of speech left standing!
